The USDA Risk Management Agency (RMA) contracted AgriLogic, Inc. to conduct a study to determine the economic impact on agricultural sectors regulated by federal and state quarantines in effect since 1990. The types of quarantines that were the focus of this study are limited to those that regulate the production, movement or existence of plant products intended for use as food or fiber. The five states included as part of the study are: Arizona, California, Florida, Pennsylvania and Texas.

AgriLogic conducted research to determine the feasibility of developing a risk management tool for producers of crops subject to quarantine regulations and proposed developmentĀ of a risk management tool .

AgriLogicĀ spent hundreds of hours gathering data and interviewing producers, federal, state and county personnel to address the following key areas of the project on a state and national level:
