Onion APH Insurance Program Evaluation

AgriLogic was awarded a contract to evaluate the APH Onion Plan of Insurance. The objective was to determine if the program should be continued as is, modified, or terminated.
AgriLogic accomplished this task through the following:
- Collection and analysis of all pertinent data concerning the APH Onion Insurance Program and production and marketing characteristics, economic data and industry reports, prior evaluations and audits, if available, insurance experience, rating and pricing methodologies, and producer-provided data where available;
- Obtainment and thorough analysis of feedback from listening sessions with producers (insured and uninsured), RMA Regional and Compliance Office personnel, and other interested parties such as insurance agents and loss adjusters, Cooperative State Research, Education and Extension Service (CREES) personnel, and lending institutions;
- Independent analysis of program materials (Crop Provisions, Underwriting Standards, Loss Adjustment Standards Handbook, FCI-35’s, and Special Provisions of Insurance);
- Evaluation of the rating and pricing sufficiency of the program and producing draft and final evaluation reports; Completion of the Diagnostic Instrument worksheet; and
- Formulation of recommendations and a determination of the impact on producers, RMA, and insurance providers.
